Abstract

The article makes the case for philosophical rethinking of the concept of social development,
as well as approaches to the defi nition of the strategic objectives, functions and performance
of the State. The author emphasizes the importance of changing perspective on the historical
process and patterns of public rights and duties. Addressing the fundamental problems of social
development he reveals the conditions and preconditions for the formation in the society of legal
relations, which are mainly aimed at achieving social development.
