Abstract

Effective governance is a key factor-a catalyst for the transformation of modern Russia into a strong welfare state. In turn, effective management is impossible without the real interest of civil regional employees in the sustainable development of the country’s territory. At the same time, an effective approach can be applied to collectively stimulate the work of regional civil servants from another country in the world. For example, the Singapore successful experience of reforming the civil service, which assumes a direct dependence of the size of their premium fund on the actual level of socio-economic development of the subject of the Russian Federation, established on the basis of a modified (adapted to the specifics of ac­tivities in the public administration sector) theory of optimal contracts. In order to ensure fair remuneration of labour of regional civil servants, the proposed ap­proach also implies individual incentives for the effective performance of employ­ees of executive authorities of the constituent entities of the Russian Federation. It makes it possible to implement a citizen-centered model of sustainable develop­ment in Russia in practice. This will allow us to continue to preserve the cultural code of the multinational sovereign state of Russia.
